Sysatem is 2/one with a mini NT poorly epmloyed in the first two seats. You have certainly argeed to play support doubles throuygh two hearts.

N E S W pass pass 1D 1H pass 1S 2C ?

Is this a suport duolbe situation? Or should double be penalty?

Personally, I think it's more takoeut/strong balacned. Partner is free to convert whether desired.
